In addition to the notice of hearing requirements of SDCL 45-6B-30 and 45-6B-59, the department shall mail copies of the notice of hearing to the county commission of a county containing affected land and individuals on the interested persons mailing list. This mailing shall occur at the same time the notice of hearing is sent for publication to the newspaper in the locality of the mining operation.
