New facilities must meet the applicable provisions of this chapter prior to the receipt of solid waste. Existing and lateral expansions of Type I and Type II MSWLFs must comply with the applicable provisions of this chapter by October 9, 1994. Existing Type IIB, Type III, and Type IV MSWLFs and lateral expansions of existing Type III and Type IV MSWLFs must meet the applicable provisions of this chapter by October 9, 1995.
