Projects will be funded based on their project priority rating. Projects with the highest priority rating that have submitted a complete application and demonstrated adequate financial, managerial, and technical capacity to receive financial assistance shall be funded before lower-rated projects. Projects on the priority list may be bypassed if they have not demonstrated readiness to proceed by submitting an application, and the next highest priority project which has submitted an application shall be funded. The department shall exert reasonable efforts to ensure that the higher-rated projects on the priority list are funded.
