The intent of this chapter is to provide minimum standards for design, construction, alteration, maintenance, and repair of dams and to prevent loss of life. These standards are not intended to apply to ordinary maintenance and repair of dams if the work is performed in accordance with an original design prepared by an engineer and no change in safety hazard or purpose is involved.
When conflicts develop in the interpretation of the rules in this chapter, this section will be the basis for settlement of the conflicts.
