In lieu of the flags required in § 70:03:01:14, an annual stack mover permit is valid if the stack mover has a red or orange flag attached to the left front bed corner and left rear bed corner of the stack mover. Each flag must be at least 18 inches square. They may be mounted by one corner, by two corners, or across one side. The flag attached to the left rear bed corner may be attached up to six feet ahead of the left rear bed corner. The flags must be kept clean. They must be placed so they are clearly visible when the stack mover is moving empty. The flags do not have to be reattached to the widest extremities of the load when the stack mover is loaded. Devices similar to mud-flaps may be used in lieu of flags if they meet flag size and color requirements.
The permit is valid only if the stack mover is equipped with a working amber strobe light or a working amber revolving light. The light must be at least four inches in diameter. The light must be clearly visible at 500 feet when a stack mover is empty and is approached from either the front or rear. The light must be clearly visible at 500 feet when a stack mover is loaded and is approached from the front.
A stack mover must be equipped with mirrors or other devices that allow the operator to see traffic approaching from the rear, or the stack mover must be accompanied by a rear escort. Stack movers must have operating rear signal lights that are clearly visible when the stack mover is empty or loaded, or the stack mover must be accompanied by a rear escort. The rear escort operator must be in radio contact with the stack mover operator.
An empty stack mover operating on the interstate must have an "OVERSIZED LOAD" sign attached to its rear. The sign must extend to the full width of the empty stack mover and must be at least 18 inches high. The sign must be attached to the stack mover by standards mounted on the rear tips of the widest stack mover teeth with intermediate standards as required to support the sign. The sign must have black letters on yellow background. At minimum, the sign's lettering must be 10 inches high with a 1.41-inch brush stroke.
