An agency may appeal to the secretary of the department any denial, revocation, or suspension of certification, or placement on probation by the department. An appeal to the department must be sent by certified mail within fifteen calendar days after receipt of notification of the department's action and request a fair hearing pursuant to SDCL chapter 1-26.
