Rooms used for kindergarten, first, or second grade pupils may not be located above or below the first story, except in basements or stories that have floor levels located within four feet, measured vertically, from the adjacent ground level at the point of exit, provided the basement or story has exits directly to the exterior at that level. In buildings equipped with an automatic sprinkler system throughout, rooms used for kindergarten, first, and second grade pupils may be located on the second story if there are at least two exits directly to the exterior for the exclusive use of the occupants. The authority having jurisdiction may modify the requirements of this section if exigent circumstances are encountered in a specific case.
