A class specification shall be mainly descriptive and not restrictive. The inclusion of particular expressions in the definition or examples of duties may not exclude others of similar kind and quality. Any employee may be required by the appointing authority to perform any of the duties described in the class specification, any other duties which are of similar kind and quality, and any duties of lower classes in the same occupational series or in other series which have similar characteristics. In determining the class to which a position should be assigned, each class specification shall be considered as a whole, giving consideration to the definition, typical assignments, responsibilities, and relationships with other classes.
