The appointing authority shall specify in writing any bona fide occupational qualifications or other pertinent requirements necessary for the position. If, after investigation of the duties and responsibilities of the position, the commissioner finds these requirements essential, the commissioner shall certify only the names of those persons who possess the qualifications specified.
