If the rating of education or experience forms a part or all of the examination, the commissioner shall determine criteria used in the evaluation that assures the certification of applicants for the position. The formula used in evaluation shall consider quantity and pertinency of the education and experience. Prior to certification of an applicant, the commissioner may investigate the information provided on the application. If this investigation reveals information affecting the rating, the commissioner shall rate the candidate accordingly or revise the rating and notify the applicant.
