The AAGAR has jurisdiction over, and is responsible for, the establishment, administration, operation, financial condition, including solvency and stability, and dissolution of the mess. He shall perform the following duties:
(1) Direct the operation of the mess in accordance with this chapter and with policies and directives of the board;(2) Approve financial statements and reports of the board; the scope of the activities, services, and facilities and the rules and internal controls pertaining to them; and the membership dues structure;(3) Appoint disinterested officers and NCOs who are not employed by the mess to take inventories as required in subdivision 50:01:02:29(3);(4) Ascertain that the open mess is being properly administered, its funds are safeguarded, and all income is received in full and properly recorded; prescribe procurement activities; and insure that all disbursements are made only for the purpose for which the fund was established;(5) Approve all purchases over $500 except merchandise for resale, as required by § 50:01:02:24.S.D.
