When a subscriber has accrued an extraordinarily high telecommunications bill for which the subscriber's deposit does not furnish adequate security as required by subdivision 20:10:10:03(2), the telecommunications company may disconnect service before the regular 15-day payment period after giving the subscriber notice and an opportunity to pay the bill.
