No racing association may permit the racing of horses on a track under its ownership, lease, or control, in a race, which conditions have not been written by the racing secretary of the meeting, the entries for which have not been made in accordance with this article and which is not programmed as a part of the regular racing card conducted under the certificate system. An official or employee licensed by the commission who conducts or supervises such a race shall have his license revoked.
This section shall not be construed as prohibiting the running of a matched race or match, provided that written application is made to the commission for such a race, stating the conditions under which it is to be run and the amount of the stakes and provided that permission to run the race is obtained from the steward and that the race is included on the program as part of the regular racing card.
