Section 20:04:23:03 - Use of electrical or mechanical devices other than whip prohibited

No electrical or mechanical device or other expedient designed to increase or decrease or tend to increase or decrease the speed of a horse other than the ordinary whip, may be possessed by anyone or applied by anyone to a horse at anytime on the grounds of an association during a meeting, whether in a race or otherwise.
