Section 20:04:22:35 - Prerequisite for hiring an apprentice

No owner or trainer may enter into a contract in South Dakota with an apprentice jockey nor may an apprentice jockey be licensed unless the contract employer is in control or possession of a stable of horses that would, in the opinion of the stewards, warrant the employment of an apprentice.
