The commission or the stewards of a licensed meeting, or both, may permit a person to enter the stables, rooms, trailers, or other places within the grounds of the association at which a licensed race meeting is held or at other tracks or places where horses are kept which are eligible to race at the meeting to inspect the personal effects and property within such places of any person who has been granted a license by the commission. Each licensee in accepting his license consents to such an inspection.
