No person may transport, buy, sell, or offer for sale, in a manner contrary to 12:51:10:04 or 12:51:10:05, any regulated article, as described in 12:51:10:03. No person may move regulated article from, into, or through the quarantine area, except as provided in 12:51:10:04 and 12:51:10:05.
