The unnecessary idling of the engine of a diesel motor vehicle while said vehicle is stopped for more than five (5) consecutive minutes in any sixty (60) minute period is prohibited in accordance with R.I. Gen. Laws §§ 23-23-29.1 et seq., 31-16.1-1, et seq., and the Rhode Island air pollution control regulations, 250-RICR- 120-05-45.
