Section 445-RICR-00-00-1.4 - Appearances and Practice Before the Board1.4.1AppearancesA. All parties to a proceeding shall be represented by an attorney, unless otherwise ordered by the Board for good cause shown. Participants, other than parties, may appear in any proceeding in person or by an attorney.B. Any person testifying of making a statement before the Board or the presiding officer may, but shall not be required to be, accompanied, represented, and advised by an attorney.C. All persons appearing before the Board or the presiding officer must conform to the standards of ethical conduct required of practitioners before the courts of Rhode Island.D. Any person appearing before or transacting business with the Board in a representative capacity may be required by the Board or the presiding officer to file evidence of his authority to act in such a capacity.1.4.2SuspensionA. After hearing, the Board may disqualify and deny, temporarily or permanently, the privilege of appearing or practicing before it in any way to any person who is found: 1. not to possess the requisite qualification to represent others, or2. to have engaged in unethical or improper professional conduct, or3. otherwise not to be qualified.B. Contumacious conduct at any hearing before the Board or a presiding officer shall be ground for exclusion of any person from such hearing and for summary suspension for the duration of the hearing by the Board or the presiding officer.1.4.3Ex Parte CommunicationsEx parte communications shall be governed by R.I. Gen. Laws § 42-35-13.
