Section 280-RICR-30-10-1.4 - Policy on Transfer of Vehicle Registration PlatesA. The policy of the Division of Motor Vehicles with regard to any transfer of a vehicle registration and plates is hereby declared to be as follows: 1. An exchange of money or other articles of value in consideration of a transfer of vehicle registration plates from one party to another is expressly prohibited.2. A violation of this rule will result in an immediate suspension, and revocation of the plates in question, as well as the invocation of any other penalties provided by law.280 R.I.
