Pursuant to R.I. Gen. Laws § 31-10.3-8, the Administrator of the Division Motor Vehicles is authorized to adopt and enforce rules and regulations necessary to administer the provisions of the Uniform Commercial Driver's License Act, contained in R.I. Gen. Laws § 31-10.3-1 et seq.
