Section 230-RICR-30-30-5.2 - PurposeA. These Rules are adopted to assist the Department of Business Regulation (the "Department") in carrying out the administration and enforcement of the terms and provisions of the Act. In the development of these Rules, the Department relied upon the underlying policies and purposes of the Act, including, without limitation, the following: 1. To protect the health, safety and well-being of the competitors;2. To protect and promote the integrity of events for the benefit of the consuming public; and3. To protect the collection of the tax levied upon events by the State of Rhode Island.B. Accordingly, these Rules shall be liberally construed and applied to effectuate and promote the Act's underlying policies and purposes. To the extent that any part of these Rules is inconsistent with the Act or fails to address a matter contained within the Act, or is inconsistent with applicable law or the terms of any other rule or regulation promulgated by the Department, then the Act, applicable law and/or the terms of such other rule or regulation shall be deemed to apply.230 R.I.
