Essential to a modern public service program is the type of data necessary for planning, evaluation, and the assuring of program accountability. The system described here attempts to provide that information for use at all levels concerning one element of the total program, such as, patient services. It is felt that the indirect services can better be evaluated through budget documents, analysis of contracts, narrative reports, and other means at the county level. The assumption is made that the feedback provided by analysis of the data will result in program self-audit and review by all echelons toward the end of always meeting more effectively the objectives of the act and that other types of administrative controls are both unnecessary and undesirable.
