Section 92a.1 - Purpose and scope(a)Purpose. The regulatory provisions contained in this chapter implement the NPDES Program by the Department under the Federal Act.(b)Scope. A person may not discharge pollutants from a point source into surface waters except as authorized under an NPDES permit.
