Section 860-028-0000 - Applicability(1) The rules contained in this Division apply to every pole or conduit owner and every pole or conduit occupant, as defined in OAR 860-028-0020.(2) Upon request or its own motion, the Commission may waive any of the Division 028 rules for good cause shown.
