Section 860-023-0000 - Applicability of Division 23(1) The rules contained in this Division apply to energy utilities, large telecommunications utilities, telecommunications carriers, and intrastate toll service providers, as defined in OAR 860-023-0001.(2) Upon request or its own motion, the Commission may waive any of the Division 023 rules for good cause shown.
