The rules of this Chapter have been promulgated pursuant to the provisions of the Administrative Procedures Act, 75 O.S., Sections 250.1 et seq., the Open Records Act, 51 O.S. 24A.1 et seq., the Open Meeting Act, 25 O.S. 301 et. seq., and the authorities of the Commission and Department. They describe the function, organization, powers, duties, operations and procedures of the Oklahoma Department of Wildlife Conservation and the Oklahoma Wildlife Conservation Commission with respect to its administration, rulemaking, individual proceedings and other activities and are intended to supplement and interpret pertinent provisions of state and federal statutes and the Oklahoma Constitution.
