The Secretary-Treasurer of the Board, or his/her designee, upon concurrence of the President or his/her designee, based upon clear and convincing evidence that an emergency exists for which the immediate suspension of the certificate of an Animal Euthanasia Technician is imperative to protect the public or animal health, safety and welfare, or where the Animal Euthanasia Technician is convicted of any felony, may conduct a hearing to temporarily suspend the certificate of the Animal Euthanasia Technician upon a showing of clear and convincing evidence of unprofessional conduct, provided any such action temporarily suspending the certificate is taken simultaneously with proceedings for setting a formal hearing pursuant to Rule 775:15-1-1 et seq. before the Board en banc to be held within thirty (30) days after emergency temporary suspension.
