Section 230:15-5-4 - Exceptions for felony convictions(a) A deferred sentence is not considered a conviction under Oklahoma law.(b) Persons who have been convicted of a felony, but who have received a full pardon and thus have been restored to full citizenship, may become registered voters provided they are otherwise qualified.(c) A convicted felon whose sentence is commuted is eligible to register to vote so long as the commutation results in the sentence being "fully served."Okla.
