I, Mary Fallin, Governor of the State of Oklahoma, hereby direct the appropriate steps be taken to fly all American and Oklahoma flags on State property at half-staff from 8:00 a.m. to 5:00 p.m. on Thursday, July 6, 2017, to honor Sonar Technician Third Class Ngoc Tan Truong Huynh who died on June 17, 2017, when the United States Navy destroyer USS Fitzgerald collided with a container ship off the coast of Japan. Huynh was born in Da Nang, Vietnam, in 1992, and immigrated with his mother to the United States in 1994, looking for a better life. Huynh celebrated his 25th birthday the day before his life was taken. His sacrifice for our nation will never be forgotten.

This executive order shall be forwarded to the Division of Capital Assets Management, who shall cause the provisions of this order to be implemented by all appropriate agencies of state government.
