I, Mary Fallin, Governor of the State of Oklahoma, by virtue of the Oklahoma Constitution and the laws of the State of Oklahoma, hereby deny clemency to Garry Thomas Allen.
The Oklahoma Pardon and Parole Board voted 4-1 to recommend to the Governor that clemency be granted to Garry Thomas Allen. The Board recommended his sentence of death be commuted to life without parole.
On February 9, 2012, I granted a stay of execution of thirty (30) days from February 16, 2012, the date of the scheduled execution of Garry Thomas Allen, in order for this office to thoroughly evaluate the recommendation of clemency by the Oklahoma Pardon and Parole Board.
Having thoroughly reviewed the arguments and evidence presented in this case, I have determined that clemency should be denied in this case, and that the sentence of death be carried out. In accordance with 22 O.S. Section 1001.1(G), I hereby grant a stay of execution of twenty-six (26) days with the sentence of death to be carried out on Thursday, April 12, 2012.
This Executive Order shall be forwarded to the Director of the Oklahoma Department of
Corrections and the Oklahoma Attorney General who shall cause the provisions of this Order to be implemented by all appropriate agencies of state government.
