Section 3745-49-01 - Administrative procedures - applicability and construction of rules(A) This chapter governs public notices, public meetings, public records, trade secret claims, verified complaints, and other administrative functions performed by the agency.(B) This chapter shall be construed liberally to accomplish the purposes of the chapters of the Revised Code governing the functions and duties of the agency, and to afford maximum public involvement in the agency's efforts to protect public health, safety, and the environment.(C) For purposes of this chapter, license, permit, variance, certificate, registration, and authorization include at a minimum all provisions, terms, conditions, specifications, requirements, and limitations set forth in the document, appended thereto, or incorporated by reference.Ohio Admin.
