The boards of county commissioners of two or more counties may jointly make application to the department for payment of reimbursement for actual costs incurred in the development of a multicounty social service district plan. The application must be signed by the chairman of each board seeking reimbursement for district plan development and be supported by an authorizing resolution from each board joining in the application.
