A social security number must be furnished as a condition of eligibility, for each individual for whom medicaid benefits are sought, except for:
1. A newborn child who is eligible during the birth month, for sixty days after the date of birth beginning on the date of birth and for the remaining days of the month in which the sixtieth day falls or, if the newborn is continuously eligible, for the remaining days of the newborn's first eligibility period;2. Coverage of emergency services provided to illegal aliens; and3. Individuals who have applied for, but not yet received, social security numbers.N.D. Admin Code 75-02-02.1-13
