Section 11 R02-11 - PROTESTS OF APPLICATIONS FOR CERTIFICATES OF PUBLIC CONVENIENCE AND NECESSITY(a) Except for good cause shown, no party shall be heard in opposition to an application for a certificate unless such party shall have filed a protest to such application not less than ten (10) days prior to the date set for the hearing or within the time specified in the notice.(b) No person shall be heard in opposition to any other matter set for hearing before the Commission unless such person shall have filed a protest to such matter not less than ten (10) days before the date set for the hearing unless otherwise specified by the Commission.(c) All protests shall be in writing, shall be verified by the protestant and shall show whether or not the protestant holds authority from the Commission, the type of service authorized and the particular way in which the protestant is adversely affected. Parties holding similar authority may join in one protest signed and verified by one of the parties.(d) The original and seventeen complete copies of the protest must be mailed or delivered to the Commission within the time fixed for filing protests, and it must appear in the verification or in some statement attached to the protest that a copy thereof has been mailed or delivered to the applicant and a copy to his attorney, if any, appearing in the notice of hearing.04 N.C.
