WHEREAS, on August 28, 1998, a fire inflicted severe and extensive damage to the 126-year old Central Synagogue, located at 643 Lexington Avenue, New York, New York, a New York City and national landmark, and the oldest temple in New York State in continuous use by one Jewish congregation; and
WHEREAS, as a direct result of this calamitous conflagration, this magnificent temple cannot be used during the High Holy Days of Rosh Hashanah and Yom Kippur by the thousands of members and guest worshippers of the congregation; and
WHEREAS, the New York State Armory at 643 Park Avenue, New York, New York (the "Armory"), is a suitable structure in which the congregation' s members and guest worshippers may attend services during these High Holy Days and no other suitable structures are available.
NOW, THEREFORE, I, GEORGE E. PATAKI, Governor of the State of New York, do hereby find that a State disaster emergency has occurred for which the affected local government is unable to respond adequately. Accordingly, pursuant to the authority vested in me by the Constitution and Laws of the State of New York, including sections 20 and 29-a of article 2-B of the Executive Law, and after consultation with the Disaster Preparedness Commission, I do hereby declare a State disaster emergency, effective August 28, 1998, as a result of the severe and extensive damage to the Central Synagogue;
FURTHER, I direct that the provisions of subdivision 4 of section 183 of the Military Law, to the extent that they prevent the use of the Armory for the purpose of observing the High Holy Days by the members and guest worshippers of the congregation of the Central Synagogue, are hereby suspended for a period of 30 days from the date of this order.

WHEREAS, the Central Synagogue remains unsuitable as a result of the fire and the Armory is a suitable structure in which the congregation's members and guest worshippers may attend services during the upcoming High Holy Days.
NOW, THEREFORE, I, GEORGE E. PATAKI, Governor of the State of New York, do hereby find that a State disaster emergency continues to exist for which the affected local government is unable to respond adequately. Accordingly, pursuant to the authority vested in me by the Constitution and Laws of the State of New York, including subdivision 3 of section 28 and section 29-a of Article 2-B of the Executive Law, I do hereby further extend Executive order No. 87 for an additional period of six months, effective August 28, 1999, as a result of the severe and extensive damage to the Central Synagogue.

NOW, THEREFORE, I, GEORGE E. PATAKI, Governor of the State of New York, do hereby find that a State disaster emergency continues to exist for which the affected local government is unable to respond adequately.
Accordingly, pursuant to the authority vested in me by the Constitution and Laws of the State of New York, including subdivision 3 of section 28 of the Executive Law, I do hereby extend Executive Order No. 87 for an additional period of six months, effective August 21, 2000, as a result of the severe and extensive damage to the Central Synagogue.
