WHEREAS, beginning on May 31, 1998, several tornadoes raced across New York State causing widespread power outages and disruption of vital transportation and public safety systems within the counties of Saratoga, Rensselaer, Broome, Otsego and contiguous areas; and
WHEREAS, this event resulted in personal hardship and damage to residential and commercial properties and continues to pose a threat to the public health and safety;
NOW, THEREFORE, I, GEORGE E. PATAKI, Governor of the State of New York, do hereby find that a disaster has occurred for which the affected local governments are unable to respond adequately. Accordingly, pursuant to the authority vested in me by the Constitution and the Laws of the State of New York, including Section 28 of Article 2-B of the Executive Law, I hereby declare a disaster emergency, effective May 31, 1998, within the territorial boundaries of the counties of Saratoga, Rensselaer, Broome, Otsego and contiguous areas;
FURTHER, pursuant to Section 29 of Article 2-B of the Executive Law, I direct implementation of the State Disaster Preparedness Plan and authorize, effective May 31, 1998, the State Emergency Management Office, the State Department of Transportation, the Division of State Police, the Department of Labor, the Office of Fire Prevention and Control, the Public Service Commission, the Department of Correctional Services, the Department of Health, the Division of Military and Naval Affairs, the Department of Education, the Department of Agriculture and Markets and other State agencies as necessary to take appropriate actions to assist those affected counties in restoring vital public transportation systems and to provide such other assistance as necessary to protect public health and safety.
FURTHER, I hereby designate Edward F. Jacoby, Jr., Director of the State Emergency Management Office (SEMO), as the State Coordinating Officer for this event.
