Section 5.15 - Executive Order No. 15: Declaring a Disaster Emergency in the Counties of Jefferson, Lewis, St. Lawrence and Contiguous Areas. [*]

WHEREAS, beginning on July 15, 1995 a line of violent and deadly thunderstorms accompanied by gale force winds downed trees and power lines and caused structural damage to residential, commercial and agricultural properties in the Counties of Jefferson, Lewis, St. Lawrence and contiguous areas, and,

WHEREAS, the disruption to the electric power distribution system and the accumulation of debris continue to pose threats to the public health and safety,

NOW, THEREFORE, I, GEORGE E. PATAKI, Governor of the State of New York, do hereby find that a disaster has occurred for which the affected local governments are unable to respond adequately. Therefore, pursuant to the authority vested in me by the Constitution, the laws of the State of New York and Section 28 of Article 2-B of the Executive Law, I hereby declare a disaster emergency, effective July 15, 1995, within the territorial boundaries of the Counties of Jefferson, Lewis, St. Lawrence and contiguous areas.

FURTHER, pursuant to Section 29 of Article 2-B of the New York State Executive Law, I direct the implementation of the State Disaster Preparedness Plan and authorize, effective July 15, 1995, the State Emergency Management Office and other State agencies as necessary to take appropriate actions to assist those affected counties and municipalities in restoring vital public utilities and transportation systems, and to provide such other assistance as necessary to protect the public health and safety.
