WHEREAS, beginning on January 20, 2000 and continuing, a severe snowstorm with high winds threatens New York State and has disrupted vital public transportation and public health and safety systems within the Counties of Nassau and Suffolk; and
WHEREAS, a large number of Department of Transportation snowplow operators are participating in an unlawful job action by not reporting for work; and
WHEREAS, this snowstorm and unlawful job action poses a direct threat to public health and safety and will result in personal hardship to thousands of New Yorkers;
NOW, THEREFORE, I, GEORGE E. PATAKI, Governor of the State of New York, do hereby find that a disaster is imminent for which the local governments are unable to respond adequately. Therefore, pursuant to the authority vested in me by the Constitution and the Laws of the State of New York, including section 28 of article 2-B of the Executive Law, I hereby declare a disaster emergency, effective January 20, 2000 and continuing, within the territorial boundaries of the Counties of Nassau and Suffolk;
FURTHER, pursuant to section 29 of article 2-B of the Executive Law, I direct implementation of the State Disaster Preparedness Plan and authorize, effective January 20, 2000 and continuing, the State Emergency Management Office, the State Department of Transportation, the New York State Thruway Authority, the State Police, the Division of Military and Naval Affairs, the Department of Environmental Conservation, the State Department of Correctional Services, the Public Service Commission, the Office of Fire Prevention and Control, the Department of Labor, the Department of Health, the Office of Mental Health, the Office of Parks, Recreation and Historic Preservation and other State agencies as necessary, to take appropriate actions to assist those affected counties in restoring vital public transportation systems and to provide such other assistance as necessary to protect public health and safety;
FURTHER, I have designated Edward F. Jacoby, Jr., Director of the State Emergency Management Office (SEMO), as the State Coordinating Officer for this event.
