By virtue of the authority vested in me by the Constitution and the laws of the State of New York, I, Nelson A. Rockefeller, Governor of the State of New York, do hereby create in the Executive Department a new office, to be known as the New York State Office of Economic Opportunity, to implement the Federal Economic Opportunity Act of nineteen hundred sixty-four, with the following duties, powers and authorities:
I
To provide technical assistance to communities in developing, conducting and administering community action programs.
II
To provide or arrange for special training programs to assist communities in establishing and staffing their community programs and acquaint personnel in public and non-public agencies with the techniques and problems encountered in the operation of programs for the disadvantaged.
III
To coordinate the efforts of all departments and divisions of the State government participating in the economic opportunity program.
IV
To contract for, accept or agree to accept, with the approval of the Governor, funds from the federal government granted under the provisions of the Economic Opportunity Act of nineteen hundred sixty-four.
