Section 141.3 - Planning requirements(a) Each school district receiving an apportionment of State aid pursuant to paragraph b of subdivision 17 of section 3602 of the Education Law and the board of education of each school district not receiving such an apportionment that is designated by the commissioner as a major occupational education provider, and each board of cooperative educational services (BOCES), shall prepare a plan describing the proposed occupational education programs and activities the district or BOCES intends to carry out during the next two-year planning period. Such plans shall be developed as part of the local application submitted to the commissioner for the purpose of qualifying for an allocation of Federal vocational education funds.(b) The format and information required in such plans shall be specified from time to time by the commissioner. The plan shall include, as a minimum, descriptions of the population to be served, specific description of activities to be carried out and the location of such activities, the estimated enrollment of students in each activity, the proposed amount of funds to be expended for each activity and a statement of expected results.(c) School districts receiving an apportionment of State aid pursuant to paragraph b of subdivision 17 of section 3602 of the Education Law shall also include the following in their plans: (1) specific goals to enhance occupational education program expansion and/or improvement for all student populations;(2) strategies and activities for the implementation of requirements of State occupational education curriculum and testing programs;(3) a description of the evaluation criteria to be used to determine how well the program expansion and/or improvement goals have been met; and(4) a description of how local fiscal effort will be maintained through the expenditure of local funds.(d) Such plans shall be submitted to the commissioner every two years by a date prescribed by the commissioner, but in no event later than September 1st of the first school year of the applicable two-year planning period and the commissioner may require annual revisions which shall be submitted to the commissioner by a date prescribed by the commissioner. The initial two-year planning period shall commence on July 1, 1988, and every two school years subsequent to such date shall comprise a two-year planning period.N.Y. Comp. Codes R. & Regs.
