In order to qualify for State funds pursuant to Education Law, section 316, each applicant shall submit, on a form prescribed by the commissioner, a proposal to plan, establish and operate a teacher resource and computer training center approved by the board of education or board of cooperative educational services submitting the application or by each such board of a consortium submitting the application.
