Section 21.1 - Seditious or disloyal matter(a) A complaint, filed by a party complaining that a textbook for use in the public schools of this State, or offered for sale for use in the public schools of this State, contains matter or statements in violation of section 704 of the Education Law, shall be in writing, the original being signed and verified, and shall contain the following: (1) the full name and address of the party filing the complaint;(2) the full title of the textbook or textbooks complained of, the full name of the author or authors thereof, the full name and address of the publisher or publishers thereof, and the dates of publication;(3) a statement setting forth in detail and quoting the matter or statements complained of, specifying upon what page or pages of the textbook or textbooks complained of such matter or statements appear;(4) a statement setting forth the reasons the matter or statements complained of are in violation of section 704 of the Education Law; and(5) the full name and address of the public school or public schools in which the textbook or textbooks complained of are in use, or a statement that such textbook or textbooks are being offered for sale for use in the public school or public schools of this State.(b) The original complaint and three copies thereof shall be filed with the Textbook Commission, Education Department, at its office in Albany, New York, and may be filed by personal delivery, ordinary mail or registered mail, addressed to the Textbook Commission.(c) A complaint may be amended by the party filing the complaint.(d) A copy of the complaint shall be mailed to the public school or public schools in which the textbook or textbooks complained of are in use or offered for sale for use in the public school, or schools, of this State.(e) If necessary for purposes of identification, the Textbook Commission may require the party complaining to furnish one copy of the textbook or textbooks complained of to the commission.N.Y.
