The purpose of these regulations is to establish transport permit standards for transporters of low-level radioactive waste (LLRW) and standards for generators and transporters relating to the use of the low-level radioactive waste manifest system and its recordkeeping requirements. An LLRW manifest document and the New York State LLRW transport permit must accompany all shipments of low-level radioactive waste while in transit into, through or within New York State unless specifically exempted under this Part. The manifest document will serve as a multipurpose instrument to be used for tracking, auditing and enforcement.
