Section 377.2 - Certificate and permit requirements

(a) No person shall initiate construction or operation of a new industrial hazardous waste facility without a certificate unless the proposed facility is exempted pursuant to subdivision 377.1(f) of this Part.

(b) No person who has received a certificate shall be relieved of the obligation to comply with any other provisions of this Title relating to the construction and operation of industrial hazardous waste facilities.
