The commissioner may issue an authorization for the research into motor vehicle emissions control devices including the testing of experimental or prototype on-road motor vehicle pollution control devices. Applications for such authorization shall include, but not be limited to, a description of the proposed modification(s), a description of the proposed testing procedures, vehicle identification information, and the disposition of the vehicle at the conclusion of testing, and will be subject to the same application and testing requirements as set forth in California Health and Safety Code section 43014 (see Table 1, section 200.9 of this Title) in addition to the other requirements of this Part. Such research authorization may be issued for up to one year, with the possibility for a single one year extension. Any such research authorization will include such conditions and reporting as deemed appropriate by the department. Failure to meet the terms of the research authorization will subject an applicant to all applicable penalties.
