The Banking Board is receptive to chartering proposals for either a bank or a trust company under which significant commercial bank services may or may not be offered to the public. In the case of a trust company which would not offer significant commercial bank services, proponents must demonstrate to the satisfaction of the Banking Board that public convenience and advantage would be promoted by the proposed new facility. Any approval of such charter will be conditioned upon such restrictions on doing business that the Banking Board shall deem necessary and proper to achieve the purposes set forth.
