The driver of any vehicle involved in an accident in, at or upon any terminal or terminal highway, which results in injury to any person or damage to any property shall immediately stop such vehicle at the scene of the accident, render such assistance as may be needed, and give his name, address, and operator's license and registration number to the person injured or to any officer or witnesses of the injury. The operator of such vehicle shall make a report of such accident to the manager and in accordance with the law.
