Section 5501.1 - Definitions

Whenever and wherever used in this Chapter, the following words and terms, whether used in the singular or plural, shall have the meanings indicated, unless the context in which the same is used clearly requires a different meaning or indicates to the contrary:

(a) Authority. The Thousand Islands Bridge Authority.
(b) Authority employee. Any person employed by or designated to act for and on behalf of the authority.
(c) Bridge. Any area or part of structures which provide a means of crossing any portion of the St. Lawrence River between Collins Landing in the United States and Ivy Lea in Canada.
(d) Bus. A motor vehicle having the capacity to carry 10 or more persons, including the operator.
(e) Facilities. All bridges, plazas, approaches, roadways, parking areas, buildings, structures or improvements which form any part of the entire bridge complex known as the Thousand Islands Bridge, leading from Collins Landing in the United States to Ivy Lea in Canada, and which is either owned, operated or controlled by the authority.
(f) Motor vehicle. Any vehicle driven or propelled by a motor.
(g) Operator. The driver or any person who pushes, draws, propels, operates or is in charge of a vehicle.
(h) Park (or parking). The standing of any vehicle on any bridge, approach, roadway or parking area, or the like, whether occupied or not, otherwise than temporarily for the purpose of, and while actually and properly engaged in, loading or unloading merchandise or passengers, where permitted.
(i) Passenger auto. Every type of motor vehicle used for the transportation of passengers and registered as such, including those rented for hire, but excluding buses.
(j) Pedestrian. A person on foot.
(k) Pedestrian crossing. Those portions of the bridges and approaches thereto, and terminals, designated as walks or sidewalks and intended for the use of pedestrians.
(l) Police officer. Any officer of the law in the State of New York or Province of Ontario, including but not limited to New York State Police, sheriffs and deputies, Royal Canadian Mounted Police and Ontario Provincial Police, acting within the scope of his authority.
(m) Roadway. That part of the facilities, especially bridges, plazas, approaches and parking areas, designed and designated for use of motor vehicles.
(n) Stop (or stopping). Any halting, even momentarily, of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of any authority employee, any police officer or traffic control device.
(o) Tractor. A motor vehicle designed and used for drawing other vehicles but having no provision for carrying loads independently.
(p) Traffic. All pedestrians and vehicles using the facilities.
(q) Traffic control device. Any sign, signal, marking or device, whether permanent or temporary, placed or erected by the authority for the purpose of regulating, warning or guiding traffic.
(r) Trailer (or semitrailer). A vehicle without motive power drawn by a tractor or other motor vehicle.
(s) Truck. A motor vehicle designed or used primarily for the transportation of property, except buses, tractors, trailers or semitrailers.
(t) Vehicle. Any device in, upon or by which any person or property is or may be transported upon a roadway.
(u) Vehicular crossing. The entire facilities owned or operated by the authority which are intended to permit the passage of vehicles between Collins Landing in the United States and Ivy Lea in Canada, including but not limited to roadways, bridges, approaches, plazas, parking areas, and portions of customs and immigration facilities.
