ORPTS shall be represented by the commissioner's designee. A respondent in an adjudicatory proceeding may appear personally or by an attorney. Where an attorney appears on behalf of a respondent who is not also present at the hearing, any such attorney shall furnish the hearing officer with written authorization designating the attorney to appear on behalf of the respondent where required by the hearing officer. Copies of all papers, notices, decisions and orders shall be thereafter mailed to such attorney and shall constitute due notice of the contents thereof to the respondent so represented.
